About Us
Solutions for People Created with Animals is an independent 501(c)(3) non-profit Pet Related - Human Services Agency.
Although all of our programs and services revolve around pets and the use of specially trained animals, we are not an animal shelter in the sense of what is normally thought of as an SPCA.

Basic Mission
As of the April 18th, 2010, at a meeting of the Board of Directors, along with a consensus of staff members, it was decided that the primary mission of the SPCA will be the provision of Pet Related Human Services programs to the surrounding area. Complete information on each of these services may be found in the "People Services" section of the menu at the top of any page within our website. All cat cages and dog kennels at the organization's small shelter complex are reserved for 1) city contracted services, 2) the EPS program, 3) Disaster Relief programs and 4) Dogs awaiting Service Dog training and/or placement with a disabled individual. The purpose behind this change is to develop areas within our group that creates an organization which we believe is needed more in this area than just another animal shelter for dogs and cats. Programs are designed to keep cared for pets within the home and not surrendered to any animal shelter anywhere.

Funding
The SPCA is 98% public donation sponsored. City contracts to provide animal sheltering services to cities currently provide approximately 2% of the organization's total revenue. We receive no federal or state funding. Grant funding up to this time has been non-existent, with the exception of a $1,000 award given to us by the SPCA International in Aug of 2009.

Affiliations
The SPCA is a stand alone animal welfare organization.
The SPCA is an active partner in the Hill's Science Diet Shelter Nutrition program. Also we are trained by the AVID Microchip Identification Systems Company and are qualified to implant microchip ID's for our Service Dogs and pets adopted from our shelter.
Our Award winning Disaster Response Team is a member of the Arkansas State VOAD (Volunteer Organizations Active in Disaster) which includes such distinguished members as the American Red Cross, the Salvation Army, the Arkansas Dept of Emergency Management, the Dept of Human Services, the United Way, and many, many others. We are very proud to be the first animal welfare organization included in this group. As well, we are members of the Baxter County CERT (Community Emergency Response Team). Too, our DRT after working in the Gassville Tornado response and being called upon to set-up and operate a temporary emergency animal shelter for evacuees of New Orleans during the Gustav Hurricane, is now directly responsible for the Emergency Operations Plans now in use by the Marion and Baxter County Offices of Emergency Management, and was instrumental in the re-writing in 2008 of the Emergency Operating Plan for the state of Arkansas.
As of March 2010, our Service Dog Training / Placement program was accepted as a Provider Member of the International Association of Assistance Dog Partners. This association guides our training program as well as allows us access to useful information which we can provide to the public and to our clients regarding the ownership and upkeep of Service Dogs.
In June 2010, we began a partnership with the Catholic Charities of Arkansas to work together promoting educating homeless individuals in the animal welfare sector.
The SPCA is also an active member of the following organizations: ARVOAD, Arkansas Coalition for Excellence, and the National Non-profit Society.

On the Job Training
The SPCA is registered with the Experience Works and Work Force government job training programs and the JTPA. Through these programs we are able to train people who qualify in various animal shelter jobs by providing subsidized employment. Students as well as adults are paid at minimum wage to learn job skills as Animal Caretakers, Office help, Disaster Relief and Emergency Management, and / or Non-profit Fundraisers. We are also qualified to provide employment to one individual through the DHS's "T" program.

Tax Exempt 501(c)(3)
The SPCA was legally certified as a 501(c)(3) Non-profit organization dedicated to the prevention of cruelty to animals, by the IRS and the State of Arkansas, in November of 2004. As such, we may legally receive public and private donations. All donations given to the SPCA are tax deductible to the extent allowed by law and we do give tax receipts for that purpose.

Board of Directors
The SPCA is Incorporated in the State of Arkansas. As such we are directly controlled by an elected Board of Directors made up of members of the community. Full information on our Board of Directors along with current active Members of the Board may be found on our BOD page within this website.

Fiscal Year:
Our fiscal year runs between January and December of each calendar year.

Location
The SPCA is located in the Ozark mountains of North Central Arkansas, in Rea Valley on South Hwy 101. The shelter may be visited for viewing and adoptions during normal shelter hours or by calling to make a special appointment. Click Here for Directions to the shelter.

Hours of Operation
The Office is open Monday thru Thursday, 10am to 5pm, each week for viewing, adoptions, and drop offs. We host Pet Fairs and Special Events at various locations throughout the area on Fridays and Saturdays. We are closed on Sundays.
